I just chatted with them, and the only way you can get the phone for $199 from Walmart is with a payment plan. Can’t just buy it outright for the $199 advertised price, only for $399. So since you are required to start a payment plan Verizon wants a $40 activation charge, whereas if you were able to buy it outright you would simply swap your current number to the new phone and there is no activation charge. I realize that even with the activation fee it’s still a good deal, but I don’t think it should be advertised for $199, that’s misleading.
